Personally, fines and suspensions really don't cut it anymore. I'm more in favor of something more draconian, a 'la Singapore like caning if the traffic infraction causes damage or injury to persons or property. It should be done very publicly so that these PUV drivers will think twice before every disobeying traffic rules again.

For the operators, summary impoundment and revocation of franchises after the 3rd infraction ought to do the trick. And, where those pricks in the LTFRB with vested interests are concerned, have them dismissed from the service as well.

The LTO does not think of ways to monitor driver's licenses issued. Under the Traffic Code, a license may be suspended or revoked if, within a 12 month period, a driver commits traffic violation three times. But the LTO does not have a database. This is actually a demerits system that's being practiced in advanced countries.

Heard the driver is asking for mercy, since he has a family to feed and this is the only "skill" he knows...

Prior to being hired by Joanna Jesh, Labin was a trucker who had flunked the test “three times” before finally obtaining a driver’s license on his fourth try, the LTFRB official told the Inquirer.

In 2008, a speeding Joanna Jesh bus figured in an accident on Edsa that killed an optometrist.
Kung hindi pa to napost sa TGP, nganga lang to sigurado.

This is what we really need to inculcate in all of us-- sense of accountability for our actions. This applies to citizens and government alike. Each citizen must know that if he does something wrong, then he must expect imposition of penalty. On the part of government, it must exact accountability from its citizens. In other countries, drivers know that if they commit a traffic violation, their license may be suspended or worse revoked, and without a license, their mobility would be severely restricted. This is especially true in California where most people move around in their cars.

Once upon a time in EDSA, an island separated the three main lanes from the service road. Then it was removed. Then those plastic thingys were placed. No long term planning.

Eto na, papalitan na ng concrete barriers.

After a wayward bus plowed through orange plastic barriers along EDSA on Monday, Philippine National Police-Highway Patrol Group Director C/Supt. Arnold Gunnacao clarified in an interview that the Department of Public Works and Highways is already installing permanent concrete barriers on the national highway.
In an interview with “News To Go” on Tuesday, Gunnacao said that the DPWH has been installing concrete barriers along EDSA-Cubao, and will continue through Shaw Boulevard until Ayala Avenue in Makati City.
He added that the agency started with the plastic barriers to be able to make adjustments regarding openings for vehicles, and to orient motorists to the new boundaries.
Gunnacao said that measures are also being made to ensure that the barriers currently in use are visible to motorists even at night.
Aside from the concrete barriers, steel fences are also set to be installed along EDSA.
The project is set to be carried out in the next two months.
“Nag-start na and continuous ito within two months' time.
The HPG is also helping the MMDA investigate the bus incident.
On Tuesday, the Land Transportation Franchising and Regulatory Board served a Show Cause Order on JoannaJesh Transport Corp., giving it five days to explain why its Certificates of Public Convenience should not be canceled or suspended for its unit's "alleged racing with another bus" along EDSA, resulting in the scattering of the barriers.
Once identified, the driver may be charged with damage to property and reckless driving.
— Bianca Rose Dabu/BM, GMA News

they do have a data base. I know since I was warned the last time I had a speeding ticket at SCTEX strike 2 na daw ako and one more would result in the suspension of my license for 6 months. btw i do not overspeed anymore (my definition being 145 kph and above), i keep my speed below the "ticket speed" of 120 kph (mostly 115 kph).

the 3 strikes period is not just for 1 year. if what i was told at the lto is true, it is 3 in one year OR 3 of the same nature within the validity of the license (or 2 years).

Mukang naging short-sighted at walang planning when the authorities decided to remove the barriers in place during the 70s.

Mas iingatan nila yang concrete barrier kaysa plastic, believe me. wasak sila pag binale wala at sinagasaan nila yan. Also may nasampolan nang bus. It only shows dapat lang.
