There's probably a very big likelihood that corruption is involved somewhere in this deal.
But let's be sober about the increases before we react. Toll rates in other countries average around P2.00 - P3.00 per kilometer. The cost of cement here is higher than elsewhere and other inputs (construction equipment, etc...) are also not cheaper.
What needs to be done is to have a fair benchmark to compare. A toll rate of P0.50/km is definitely not sustainable if we want a decent highway.
What's disconcerting about this is the way they're trying to keep secret the STOA which is supposed to be a public document. How can one be sober when he doesn't know what provisions that document contains? I think that what RUPA is doing is the prudent and right thing: they'd rather not wait until a 1,000% toll fee increase is upon us before taking any action, because by then it might be too late already. If there is any graft involved in this whole thing (and the likelihood is that there is), it might as well be exposed now, so that the public won't have to pay for it.

The question that begs to be answered is why PNCC had to watch the commuters suffer and wait more than 10 years to address this problem. Is it because their franchise is expiring this year? Also, this is not the only flood-prone area of SLEX. During heavy downpours, certain areas between Bicutan and Sucat, and between Alabang and Sucat also get flooded.

SLEX service still is wanting. Why only the improvement in front of Alaska? My thinking is that with that, they could now charge higher toll fees between Filinvest and Calamba exits. Wais...

Now for the SLEX naman, if I remember correctly, PGMA signed an EO placing a 20%-30% discount on toll rates hanggang sa matapos yung rehabilitation and extension ng SLEX.
So haggang year 2008 (or 2009), dapat lower yung toll rates within the construction period.
