Kung walang sign na NO RIGHT TURN ON RED SIGNAL, e d walang violation. Kung yung traffic enforcer mismo ang nagpapa-GO sa yo pero may sign, ang traffic enforcer na dapat ang sundin mo.

I attended one driving seminar before, and the instructor said that the reasoning that "the city government doesn't have enough funds to put up the sign" is acceptable, but will only have legal basis if the traffic enforcer can come up with a copy of the ruling from the city council that there should be a sign at that corner. Only in the Philippines, I guess.
