I personally would prefer a torquey engine that produces torque at low engine speeds. Great for city driving.

yes, gasoline-fed engines can be built for torque, and this application is usually seen in trucks.
for example, the toyota 4.7L V8 in the land cruiser makes 235 hp and 325 lb-ft, with 80% or so of the peak torque available at a very, very low rpm.
