What tires are on the car?
There are three things you can change to fix this. One is the material of the seat. Another is the material of the car matting. The last is the tires. Some tires just build up huge static charges due to poor conductivity, especially high-silicone "fuel saving" tires, when they reach a certain level of wear.

April 5th, 2012 11:29 PM #13+1 on checking the tires. i had a car that always does this. Turns out, the old tires were causing the static charge, when i changed to brand new tires, it went away and never experienced static shock again.
Choice I would have made as well.
