IRDA USB's cost less than 1k. 7650's have BT's, right? Just get a dongle for about 1k.
Checkout PC Expres site (www.pcx.com.ph).

Try downloading PC Suite for 7650 from Nokia site. Interface here will be simpler. For IRDA, you can "send to" to the phone when the two connect. You'll know they're connectedwhen the icon appears (make sure the IR setup to show the icon is enabled. this is in the control panel)

I'm basing this on my 3650 setup which is similar with the 7650.
