Powerbank should charge when the vehicle is turned on, then provide power to dashcams even during extended park time (like now with lockdown).
You need a battery combiner.

This will allow you to have the batteries work independently when not charging. When the car is running, both batteries are being charged. When stopped, both batteries will work independently and won't drain each other.

I suggest using an SLA battery (sealed lead acid) for your dashcam, unless you can find a space in the engine for it.
