It depends on the brand. When I bought my Vios in 2012, I asked if changing the horn would be OK. My agent said it would void my warranty. So I just had the casa do it even if it was more expensive. Hard-wiring a dash cam would involve cutting wires, which would be a similar case. Ask your dealer before proceeding.
