It's the same with scientific and medical journals. They can opt to write it in layman's terms but they have to adhere to strict writing patterns to sufficiently convey complex ideas in a precise manner.
This and that certain legal terms have jurisprudential meaning which other words may not convey. Better safe than sorry.
