It can do more than 1 foot, but the moment a stray wave hits the intake, then it's game over.

Same goes with any car. You can ford whatever standing water is below the intake line, but the moment that water is moving (bow wave from your own car, bow wave from an oncoming truck, waves from the wind), then you're in trouble.

That's why off-road capable trucks suck air from the fenders... there's an air pocket in there that's not affected by water movement outside.
