Most should. If it doesn't shift, then there's something wrong with the sensors or the electronics.
Baguio is hell on electronics. I had a car once that wouldn't idle at all in Baguio, because the air pressure was so different.But this definitely sounds like a control fault in the TCM, which shouldn't be happening, whatever the air pressure.
