For gas CUV, the best in FC would probably be the 3rd gen R20 engined CRV. Next up would be the Ford Escape.

How much is the budget, by the way? Perhaps you'd like to consider the previous gen Santa Fe or Sorento. Diesels are much, much better in terms of FC. Won't burn that big of a hole in your wallet too if you decide to open up the throttle once in a while.

Have you tried looking into KIA SOUL 1.6L ? Not really a SUV or even a CUV but it is a cross-over vehicle of sorts.

On topic: *TS - Kung hinde ka pa nakabili, Ford Escape 2.3 or Mazda Tribute 2.3 pasok sa budget mo. Low resale value sila at hinde naman pahirapan ang parts. Mas mahirap pa nga hanapin parts ng Rav 4 eh. Yun nga lang eh 2.3 displacement ng mga yan.

If you're after fuel efficiency, you should take a look at the Montero. It's more fuel efficient than many 2.0L gasoline engines that are within your budget. If you don't need the 4x4, you can save some money and just get the GLS or preferably the GLS-V variant. It's worth it.
