Next if the water marks are caused by acid rain etching then using vinegar is actually gonna make matters worse since the current condition of the paint is weak against acids. So if you ask me i really wouldn't recommend using vinegar except on glass
if you problem is mineral deposits, try to do a quick clay and check if that does the trick
if its still there then use step 1 to remove the etching, if its still there you might need to polish the paint already
