you just have to have the proper equipment to do it.
a combination of electronic leak detector, a small amount of refrigerant and nitrogen , and soap to verify a leak if there is any is the best ever in north america .if not enough , you can also use dye with the refrigerant oil for future checking.
to properly perform an evap cleaning ,
run a leak test using an electronic leak detector ( mine is YOKOGAWA FROM JAPAN -the best i ever had so far ) if no leaks found ,
recover the refrigerant. back home they usually release it .
then perform the task ,you don't have to submerge the evap into the water.
but as i mentioned pinoy techs back home are highly skilled just they are not well equipped , that's why they are resorting to this type .
