If fan is not working on all blower speed, these are the things to check.
1. Verify if there is a DTC (Device Trouble Code) using GTS. Usual DTC relating to fan blower is "B14B2". This means that the communication between the AC control unit/panel and the AC controller module is faulty. Wiring harness/connector or AC control unit may be faulty depending on result of manual diagnosis.
1a. Check whether there is 12V on E71 pin 8.
1b. Check if E71 pin 6 and E28 pin 7 is shorted to each other.
1c. Check if E71 pin 6 and E28 pin 7 is not shorted to ground.
1d. If any of 1a to 1c failed, harness has to be replaced.
1e. If all passed, a known good AC control panel has to be tried.
2. If there is no DTC, Check if fan motor or AC controller unit is faulty.
2a. Check 12V connection to the fan motor. Check fuse.
2b. Check harness/connector to and from fan and AC controller for continuity. Replace if there is an open connection.
2c. Check if fan is ok by connecting the E13 connector to fan and then checking if there is 5V+/- 0.5V on the E28 pin 22 that connects to the AC controller. If outside of voltage range, change fan.
2d. Check E28 pin 22 if waveform varies with the speed of the fan. If not, change AC controller.
This is only for the blower fan not working. If the cooling efficiency is not optimal even when the fan is working properly, there is a different troubleshooting procedure.

does anybody knows what type of compressor is used on this problematic unit? clutchess (variable displacement) or compressor with clucth and lock-up sensor? the later type is easier to diagnose

you can bring it back over and over... for free... but suffer endless days of carless-ness..
or you can bring it elsewhere, pay the repair fee, and enjoy your car afterward, usually within the same day. (assuming the needed part is easily available.)
casa repair, to me, always comes as two extremes..
one, they want to replace everything, so as to avoid backjobs, and it is the owner's lookout, to put on the brakes here..; and
two, they want to minimize repair expenses, so they don't replace what should be replaced..

I agree, the out-of-dealer repair would be faster but that could be used against her when she claims warranty on other things and the dealer will just say it's connected or violative of their warranty policy. Tapos sya. What if engine naman ang masira. Yun ang malaking sakit sa ulo.
If Denso talaga ang kaya gumawa nito, Cathy should seek authority from Toyota itself to allow the repair but with clear stipulation that her warranty will remain intact or to that effect. As the oldies say, put everything in writing.
