    MANILA, Philippines - The Islamic holiday of Eidul Adha is now a national holiday.

    Republic Act 9849, signed by President Arroyo last Dec. 11, included Eidul Adha among the country’s regular holidays because of the significance of the date for the members of the Islamic faith.

    Eidul Adha is celebrated on the 10th day of Zhul Hijja, the 12th month of the Islamic calendar.

    “It is the 10th day in the month of Hajj or Islamic pilgrimage to Mecca wherein Muslims pay homage to Abraham’s supreme act of sacrifice and signifies mankind’s obedience to God,” the law states.

    The Administrative Code of 1987 was amended by the new law in order to include Eidul Adha among the regular holidays.

    Eidul Adha now joins New Year’s Day, Maundy Thursday, Good Friday, Eidul Fitr, Araw ng Kagitingan (Bataan and Corregidor Day), Labor Day, Independence Day, National Heroes Day, Christmas Day, Bonifacio Day, and Rizal Day.

    The nationwide special holidays will remain the same as follows: Ninoy Aquino Day, All Saints Day, and the last day of the year.

    In the event the holiday falls on a Wednesday, the holiday will be observed on the Monday of that week.

    If the holiday falls on a Sunday, the holiday will be observed on the Monday that follows, provided that for movable holidays, the President shall issue a proclamation at least six months prior to the holiday concerned.

    The implementation of RA 9849 will be supervised by the Office on Muslim Affairs, which will promulgate the rules and regulations pursuant to the provisions of the new law.

    [SIZE=2]MANILA, Philippines - There will be no classes at all levels on Monday, Feb. 22, to commemorate the 24th anniversary of the People Power Revolution.

    However, it will be a regular working day for government and private offices.

    While the event is celebrated every year, it is not among the country’s national holidays.

    Proclamation 1841 issued in July last year listed all the regular and special holidays for this year.

    Feb. 25 is the official day when the 1986 People Power Revolution is celebrated, but by virtue of Republic Act 9492 or the rationalization of the country’s holidays, the President has the power to move some holidays to the Monday nearest the actual date.

    In declaring the 24th anniversary of the People Power Revolution as a special holiday for schools, President Arroyo recognized the significance of the event which has served as a model for pro-democracy movements around the world.

    “The EDSA People Power Revolution, which restored and ushered political, social and economic reforms in the country, serves as an inspiration to Filipinos everywhere as a nation and as a people,” the proclamation stated.

    For those who are planning a vacation in the next few months, the next national holidays would be April 1 and 2 or Maundy Thursday and Good Friday of Holy Week.

    No announcement has been made by the President about May 10, election day, being a holiday.

    The Department of Labor and Employment (DOLE) today said that April 1 (Maundy Thursday) and 2 (Good Friday) are regular holidays throughout the nation, while April 3 (Black Saturday), 2010 is a nationwide special non-working day.

    The Labor and Employment Chief said that Presidential Proclamation No. 1841, issued earlier on July 21, 2009, had affirmed the regular holidays on April 1 and 2, and April 9, 2010. At the same time, Proclamation No. 2029, by authority of the President signed by Executive Secretary Leandro R. Mendoza on March 24, 2010, declared Saturday, April 3, 2010, which falls between Good Friday and Easter Sunday, as a special (non-working) day throughout the country, citing that, “our people must be given the full and uninterrupted opportunity to ponder on the significance of the Holy Week and to properly observe its traditions… without prejudice to public interest.”
    Roque thus advised the country's employers in the private sector on the pay rules to be applied during the said nationwide regular and special non-working holidays as follows:
    1. For the regular holidays on April 1 (Maundy Thursday), April 2 (Good Friday), and April 9 (Araw ng Kagitingan), 2010:

    A. If the holiday falls on an employee’s regular workday:

    - If worked, [the employee] is entitled to 200% of his [or her] basic wage for the first eight (8) hours and, for work in excess of the 8 hours, to an additional 30% of his or her hourly rate on the said day.

    - If unworked, the employee is entitled to 100% of his or her regular daily rate, provided he she was present or was on leave with pay on the workday immediately preceding the holiday.

    B. If the day is the employee’s rest day:

    - If worked, the employee is entitled, for the first 8 hours, to 200% of his or her daily rate plus 30% and, for work in excess of 8 hours, plus 30% of his or her hourly rate on the said day.

    - If unworked, the employee is entitled to 100% of his or her regular daily rate, provided he or she was present or was on leave with pay on the workday immediately preceding the holiday.

    C. Where the day immediately preceding the holiday is a non-work day in the establishment or the
    scheduled rest day of the employee, he or she shall not be deemed on leave of absence on that day, in which case he or she shall be entitled to the holiday pay.

    2. For the special non-working day on April 3, 2010 (Black Saturday):

    - If worked, the employee is entitled to 130% of his [or her] daily rate for the first 8 hours, and to an additional 30% of his or her hourly rate on the said day for work performed in excess of 8 hours.

    - If unworked, he or she is not entitled to any payment, unless there is a favorable company policy, practice or collective bargaining agreement (CBA) granting payment for special days even if not worked.

    - If worked and falling on the employee’s rest day, the employee is entitled for the first 8 hours to150% of his or her regular daily rate, and for work performed in excess of 8 hours, plus 30% of his or her hourly rate on the said day.

    Non-working holiday on May 3

    MANILA, Philippines—It will be a long weekend this week after Malacanang on Wednesday announced that May 3 will be a non-working holiday in the country so as to give Filipinos a chance to observe Labor Day.

    Labor Day or May 1 falls on a Saturday this year but in keeping with its holiday economics policy, Malacanang has decided to move the observation of the holiday on the nearest working day, which is May 3 or this Monday, Executive Secretary Leandro Mendoza said.

    Labor officials the other day said President Gloria Macapagal-Arroyo will not make any wage increase announcements on Labor Day because wage boards in seven regions that have filed wage hike petitions were still holding deliberations that may conclude only in two or three weeks' time.

    But they said the Palace will hold a “mega, mega” job fair on May 1 that will see the government offering 60,000 to 80,000 local and foreign jobs, the biggest ever in the nine-year-old Arroyo administration.

    teka parang di nasabi.. pano yung May 1?? regular day na lang yun?? tapos May 3 special non working?? so nawala na yung regular holiday?? pag pumasok kasi nang May 1.. double pay dapat.. so ngayon pag pumasok nang May 3.. 130% lang yun.. hmmmmmm
