i have a theory on why ncr drainages are clogged.
whenever i see huge concrete construction projects, i invariably see their construction washings, draining thru the city's drains, along with sandy, soft, un-cured concrete.
these soft concrete fragments eventually cure (under water! yes!), and harden into hard, concrete material as we know it.

Upon checking UP NOAH resources. that area isn't a flood plain. walang flooding na natural for 5 or 25 year flood maps nila. So meaning nito drainage issue lang talaga. Either mali yung slope or too small for the water volume that needs to pass through it.
Based on the map, the nearest natural drainage channel is called Tunasan River and it doesn't have a history of swelling into the land around it (Based on the map) sa SLEX area. So not sure din what's happening kung may nearby tapping point sila that is a natural drainage na kaya kunin yung storm water agad to exit the area. Were they not given the Right of Way or permission to discharge to River then by DENR/NWRB?
Unless the way they ended up tapping it is that the line of the drainage they built is below the top most water level of Tunasan River at times of high tide/high volume of water in that river. So nag level off yung tubig sa SLEX in line with the top of the water level of the river. No amount of resizing the drainage will help that issue kung ganun ang nangyari
