March 16th, 2021 04:15 PM #243Yung main reason why mas may monitoring is not his presence but rather DPWH finally swallowing its outdated mindset and using Project/Construction Management Software to monitor progress of every ongoing project.
Honestly, walang kwenta yung kaka-selfie. Pwede niya naman pakuha yung photo reports sa local office to lessen travel and risk of spreading infection pa nga. This has frustrated me about that guy's actions. Kelangan nasa limelight. Pareho ni Tugade. Patalbugan sila. hehe!

Saan kaya based yung 97% completion stated in Lodi - hindi kasama dito yung:
- additional ramps considered during actual construction phase?
- common alignment of Lodi and MVP which is currently u/c and timetable is 2 years for less than 1.5km link? [ganong katinde ang ROWA challenge nito]
- the currently u/c ramps now [wala pa nga yung Bonifacio SB on-ramp / Quirino WNB on-ramp dito]
- Magsaysay Ave [?] on-ramp FFBNW pa nga sa ngayon aka abangers lang
- other etc ramps
Kawawa din naman SMC dito. For sure nakalagay sa concession agreement na kailangan 95% completion para makakuha ng toll, eh for sure nga hindi naman naplano yan na buksan ng soft opening na sobrang hilaw. 29 December 2020 nag buksan until now free taste padin, ang laki ng gastos nila diyan, something has gotta give...

Dapat din kasi kung talagang "inutos sa taas" na buksan to kahit hilaw, hindi muna nila ginawa full se7en lanes binuksan, dapat katulad lang nung soft opening na 2x2 tapos discounted toll fee muna kahit paano. Kasi yung end-to-end segment tapos na naman na talaga eh.

March 16th, 2021 06:23 PM #250My thoughts on basis of this % is total cost of completed items divided by total cost of project. That will most likely net you close to 97%.
In construction, when I see progress billing reports/claims for completion, weight given is usually based on cost of the line item and its corresponding percentage of completion as well.
So in this case, given we are talking about ramps, and most likely road restoration and at grade drainage works, those items are not as "significant" cost wise compared to the rest like ROW acquisition, foundation works, suspended slab works.
Most of the ramps are on fill or they use the Fill Material that is Polystyrene based similar to what the MRT Construction is using. This doesn't always apply. They still sometimes use compacted earth as they did along Araneta Avenue but that might be because the area is flood prone (just a guess). But in Makati side, the on and of ramp, if I'm not mistaken, also used PS based blocks as the fill material before pouring on the slab on "grade" material.
Slab on grade usually cost less per sqm compared to suspended slab, just due to the fact of possible less reliance on reinforcement and limited or no need for beams to support the slab sections, unless absolutely necessary for various structural factors.
So, I do tend to think, there is point in the 97%, maybe not exactly, but 95% at this point in time with their continous works since January is very achievable, depending on what their contractors focused on to quickly beef up the numbers.
