    i think "by road" dapat ang implementation ng coding, not "by city"... that is, certain roads lang na talagang super congested ang dapat may coding. meron din namang roads sa makati na di masyado mabigat sa traffic di ba? dapat such roads should be exempted (as to how it can be implemented, i believe if there's a will, there's way..)

    but then again, alam naman natin kung sino kumikita sa coding sa makati eh.. di lang sa coding, dami pa raket, sa kanya rin bagsak ng kita..

    to add.. it seems stupid na certain roads you can't enter kasi lagpas na sa boundary ng non-coding and coding "city".. example is sa ortigas ave. going to edsa. pag lampas mo lang sa tapat ng meralco (part of non-coding pasig) papuntang edsa, may naghihintay na sa plaka mo lang nakatingin.. kalokohan di ba?
