IMO, people can still buy their way out of it.

I can ask the sales rep kung anong last number nya. if it matches my requirement, register ko muna car sa name nya then transfer ownership sa akin kapag may plate na.
Pwede rin a second hand one. Pabor sa mga buy and sell.
