Yes and they are owned by PAGCOR, a government owned/controlled corporation. They also own a lot of high-priced vehicles for this purpose alone as PAGCOR generates income from its operations and does not rely on taxes to operate.
To everyone:
Note that NOT ALL red plates are for official use only unless they bear that particular markings. Dahan dahan lang sa batikos because for all you know, the said vehicles may be used by a government owned/controlled corporation or agency.
Also, I agree with sir ooba99 that not all government employees/officials abuse their privilege in using a red-plate vehicle. Maybe because you've only seen them do it in Metro Manila alone and not outside of it.
