if i remember right, the rule states that any licensed driver may accompany and teach a student driver. the professional license is not required. that is why a parent with a non-pro DL may legally teach his/her child-at-age, how to drive.
but if the student driver is enrolled in a driving school, or the instructor derives regular income from teaching driving, then said driver must be a pro..

This is also what I understand and have read before but I cannot recall where, but when I asked an LTO employee once, he said otherwise. Can someone clarify and hopefully state that LTO requirement so all may take note of it especially those parents like myself who wants to teach their children how to drive but is a holder of non-pro DL

Student Driver's Permit (SP) - is an authority embodied in a form
prescribed by the Land Transportation Office (l TO) to a person who
desires to learn to operate a motor vehicle when accompanied by a duly
licensed driver, whether a Non-Professional or Professional, possessing
the appropriate restriction code/s for the type of motor vehicle driven.
