    Palace blames Caloocan gov’t for huge NLEX traffic jam

    Early morning traffic on NLEX forces commuters to walk toward the Balintawak area in Quezon City on Friday, Sept. 5, 2014. In a post on its Twitter account, NLEX administration said the tail end of the traffic, caused by the one-truck lane policy, has reached the Valenzuela Interchange southbound.

    The Caloocan City government's decision to close some roads and reroute trucks caused the monstrous traffic congestion on the southbound lane of the North Luzon Expressway (NLEX) on Friday, a Malacañang official has said.

    The Metro Manila Development Authority (MMDA) has already asked Caloocan City officials not to alter routes to ease traffic, Cabinet Secretary Rene Almendras said at a press briefing.

    "We have elevated this to [MMDA] Chairman [Francis] Tolentino whose team is now also talking to the Caloocan City government na kung pwede ibalik natin ‘yung mga ruta na nandoon dati," Almendras told reporters on Friday afternoon.

    The Palace official also clarified that the traffic jam was not caused by the "one truck lane" policy, which has been in place since April.

    "Because of the certain adjustments that were done [in Caloocan], some roads were suddenly closed, some truck routes were diverted. Hindi na pwedeng dumiretso, pinaliko rito and so on, and then they imposed a single lane," Almendras said.

    He added that the same volume of trucks entered Manila ports on Friday morning.

    Traffic has been heavy since Friday morning at the NLEX southbound lane from Valenzuela City to Balintawak. The NLEX, in its Twitter account, earlier attributed the congestion to the MMDA's "one truck lane" policy.

    Motorists and commuters travelling to Metro Manila from northern provinces were stuck in traffic for hours along NLEX. Some were even forced to walk along the expressway to be able to get to work. —NB, GMA News

    Pero seriously inutil din itong traffic bureau ng caloocan.

    I know holden can attest to this.

    May mga gabi na barado ang sgt rivera coming from araneta bound to 5th ave lrt.

    Ang napakatalinong caloocan enforcers lahat ng truck pinapakanan dun sa street before lrt eh napakaliit na kanto nun imagine all trucks dun lang pwede dumaan.

    At puro henyo pa... imagine yung buo edsa gagawin one way at sa c5 other direction... Mahuhusay

    The cause of the traffic is the sheer volume of thousands of trucks going to the port of Manila. PPA should expedite their internal processes to allow faster entry and exit of trucks getting their container vans inside PPA premises.

    MMDA then released a statement via its Facebook page:

    The Metro Manila Development Authority (MMDA) today clarified that it is not implementing the one-truck lane policy along A. Bonifacio–North Luzon Expressway (NLEX) area. MMDA Chairman Francis Tolentino issued the clarification to dispel public confusion and misinformation caused by an NLEX post on the social network site Twitter this morning, [which said] that the cause of traffic along A. Bonifacio was the one-truck lane policy being implemented by the agency.

    "The horrendous traffic along A. Bonifacio today is caused by the long queue of container trucks going to the Philippine Ports Authority (PPA) premises," Tolentino said. "The processing time for the container trucks to enter the port leaves too much to be desired. And that is the reason why these trucks ended up lining A. Bonifacio and has resulted in severe traffic congestion going to NLEX. A. Bonifacio has reached its full capacity stretching all the way to NLEX. The public should understand that the problem is within the jurisdiction of the PPA, and it is internal."

    The MMDA chief stressed that the one-truck lane policy is being implemented along C5 only, and that it has no effect on the roads leading to the Port of Manila.

    That's what this administration is all about, a bunch of student council caliber leaders trying to run a country.

    BTT : So have they figured out what is the root cause of this days old traffic ? How about Mac Arthur hiway as alternative route for private vehicles, how is the traffic condition on that side?

    Fotah andun ako kanina, 1km pa lang before valenzuela exit traffic na. 1 hour from there to Mindanao ave. exit, then another 30 minutes from there to Congressional ave kasi traffic na din sa Mindanao. And i will be suffering the same again on monday and tuesday!
