    IMO, not so good news....ok na sana ung dating 7am-7pm ban. napasama pa ata...what is your comment?....

    Traffic officials and several metro mayors said they hope the new scheme, which would be put in operation starting Monday, March 17, would finally decongest Metro Manila's thoroughfares and make travel easier for motorists and commuters.

    Under the new number coding, all private and public utility vehicles would be banned from plying Metro Manila's streets according to the last digit in their plate numbers: plate numbers ending in 1 and 2 on Mondays; 3 and 4 on Tuesdays; 5 and 6 on Wednesdays; 7 and 8 on Thursdays; and 0 and 9 on Fridays.

    Unlike the existing Unified Vehicular Volume Reduction Program (UVVRP) that bans public utility vehicles, including jeepneys, taxis, buses, AUV taxis, and the like from 7 a.m. to 7 p.m., the new scheme prohibits them from using the roads for 24 hours.

    Private vehicles, however, affected by the ban on a particular day can use their cars during off-peak hours, between 10 a.m. and 3:00 p.m., except in San Juan and Makati city, whose streets are said to be congested the whole day.

    Exempted from the number scheme are provincial buses, motorcycles, school buses, government vehicles, and media service vehicles. The said vehicle, however, have to secure an exemption from the MMDA office.

    ok ung para sa mga private cars to use their cars during off-peak hours..

    pero ung exemption for media service vehicles mukhang maraming kalokohan ang mnagyayari ulit jan..

    di naman kailangan 24 hours...ano ba tong mmda na san bang planeta galing tong mga gumagawa ng rules..mga 9 pa lang maluwag na ang mga daan tapos yung sa private cars ok na yung dating 7 to 7..paano yung mga may pasok hanggang lets say 8pm?..stuck ka na until 12mn...e as i said mga 9 maluwag na..tumayo nga sila sa malalaking daanan tulad ng edsa at tignan nila ang totoong cause ng traffic...mga bus na sa ginagawang terminal ang buong kalsada at nakikipag gitgitan sa mga underpass at flyover.

    Kalokohan yan kung pati sa gabi gusto nila manghuli. Hindi magtatagal mapapagod din yang mga yan sa kaka-titig sa plate numbers during nightfall.

    Malakas ang kutob ko ningas-kugon lang yang mga huli tuwing gabi. Di magtatagal papayagan na magikot mga bawal na sasakyan pag kagat ng dilim.

    Bali ganito pagkakaintindi ko:

    private cars are banned from 7am - 10am and 3pm - 7pm. So its actually better diba? Yung PUV ang banned the whole day. 7am - 7pm ban sa Makati and San Juan sa privates.....


    am i correct? If i am, then mas ok do kesa sa dating coding

    let's see the final report. maybe it's not really 24hrs dahil sino naman ang manghuhli sa gabi at madaling araw eh nagbibilang pa ng kita yung mga bwaya tapos mag-iinom pa.
    beside's conflicting yung 24hrs the meron break between 10am-3pm.
    chances are meron sabit yung breaking news.
    sama ako dyan, sira talaga ang ulo ng mayor ng san juan. katulad lang ng ama sa kabobohan.

    WHAT THE .....????? bakit sa ch. 7 ang sabi sa news katulad ng sabi ni TJmaxx while sa ch 2 ang sabi is 7am-7pm both on private and public, included na rin ang mga buses :?:

    mukang 7-7 nga at may break ng 10-3 kaso wala rin kwenta dahil ang makati ay di kasali...

    Let's wait and see na lang kung ok ang magiging traffic, at least kasama na ang mga buses sa coding, sana naman huwag ng pumapel si claire dela fuente

    I also interpret the Inquirer report to mean that the 24-hour ban applies ONLY to PUVs. On the other hand, private vehicles may use the streets on off-peak hours during their coding day.

    To be safe, hintayin na lang natin yung official announcement ng MMDA.

    para sa akin walang kwenta ang 10am-3pm break for private vehicles. ang pasok ko kasi eh 8:30am-5:00pm....mas maganda pa ung dati na 7am-7pm.

    akala ko ok si bayani fernando... bopol sya kapag tinuloy nya ang bagong coding scheme.... tsk tsk tsk....nawala tuloy ang bilib ko sa kanya....Wala bang representative group ang mga private vehicle owners para magcomplain regarding the proposed coding scheme?

    hintayin na lang po natin ang final na scheme, just like what others said mukhang me malabo sa mga reports ng media..








    di kaya binaliktad ng media yung scheme? sila ang 24 hrs, at private ang puwede magapply ng exemption hehe!! jk lang mga pre!!!:mrgreen:

    Malinaw naman actually... for PRIVATE VEHICLES... same as before 7 to 7 pero may 10-3 na break... for PUBLIC VEHICLES... all day ban...

    I think it makes sense... coz not all people has to be at work at 8-9am, after 9am, the roads aren't that clogged anyway, so the hours between 10-3 is light regardless of may ban o wala... might as well let the cars go around during those hours otherwise sayang ang downtime ng sasakyan. Note that commercial vehicles lose time and money when not used... at least now your downtime is cut 5 hrs...

    Put it this way... sa mga indoors from 9-6 (mga office workers), di kayo apektado coz walang change from the current scheme... Your vehicle is unused, so why complain ika nga...

    For those who actually has a different working schedule or laging may field work that needs a car to get around, they now have an option.

    i believe marami ang nalilito sa bagong scheme..
    iba-iba kasi yung nilalabas sa news eh...
    sana lang hindi malito yung mga MMDA
    dahil baka manghuli na lang sila nang manghuli!!!

    Metro mayors OK number coding for PUVs and private vehicles

    The Metro Manila mayors have finally approved the implementation of the Unified Volume Vehicle Reduction Program (UVVRP), also called the number coding scheme, for both private and public utility vehicles, as an answer to the metropolis’ worsening traffic problem.

    The scheme would be implemented starting Monday.

    The number coding would be implemented from 7 am to 7 pm, from Mondays to Fridays.

    Also agreed upon was a "window hour", which lifts the coding for private vehicles from 10 am to 3 pm. This means, private vehicles would be allowed to ply major thoroughfares such as EDSA, C-5 and the South Luzon Tollway (SLT), even if it is a coding day for them, explained Metropolitan Manila Development Authority (MMDA) chairman Bayani Fernando.

    However, the "window hour" would not be implemented in the city of Makati and San Juan, he said.

    In the UVVRP, vehicles with plate numbers ending in 1 and 2, would not be allowed on the roads on Mondays; 3 and 4 on Tuesdays, and so on.

    Aside from city buses, PUVs included in the number coding are jeepneys, FX and taxi cabs.

    Exempted from the coding are provincial buses, shuttle buses, school buses and motorcycles. Details for special exemptions still have to be discussed, Fernando said. The decision was arrived at by the mayors during a special Metro Manila Council meeting, called primarily to discuss the UVVRP.

    The MMDA conducted various traffic experiments for almost a month to find the best solution for the traffic problem, with the mayors finally agreeing on what scheme to implement depending on the experiment’s results. According to the MMDA, the number coding which included PUVs, most effectively reduce the traffic and travel time in the metropolis.

    The PUVs were previously not included in the UVVRP.

    Fernando also said that bus operators are discussing the implementation of "controlled routes" where buses would be dispatched "according to need".

    "This way, they don’t have to compete for passengers on the streets," he said.

    The program would be a "self-regulation" of sorts by the PUV operators, Fernando added. He also said the MMDA is willing to subsidize the extra cost the operators and their associations would incur for the operation of the central dispatch. He said EDSA would be the pilot route.

    For his part, Manila Mayor Lito Atienza said that while there is now a scheme to be implemented, there should be a more efficient enforcement from the MMDA’s side to make it effective. – Nikko Dizon
