On its 31st anniversary tomorrow, the Metro Manila Development Authority (MMDA) will give Filipinos a chance to show the world that motorists and pedestrians here can behave even if not under threat of being apprehended or fined.
The Unified Vehicle Volume Reduction Program (UVVRP) or number-coding scheme will be suspended tomorrow for a full 24 hours. Traffic enforcers will also ignore all traffic violations, including anti-jaywalking regulations.
"It’s a test and also a gift," MMMDA Chairman Bayani Fernando told The Star in an interview.
Fernando believes that holding a ‘no apprehensions day’ will bear positive results.
He said the idea is to make the public realize the value of discipline and ultimately teach Filipinos why traffic laws and traffic enforcers exist.
Fernando admitted that some might take advantage and deliberately violate traffic rules but the MMDA will stick to its ‘no apprehensions’ policy.
"With this, we will be able to gauge the thinking of the people," he explained.
Yesterday, the agency gave away P100,000 in prizes for its Disensyo Milenyo project, which turned tree barks, branches and sticks left by typhooon Milenyo into street art.
I'll bet Makati will not follow this

IMO, their plans to "test" and "give Filipinos a chance to show the world that motorists and pedestrians here can behave even if not under threat of being apprehended or fined" will fail miserably.

"No apprehension day?" Ha! Tell that to the Marines! Ilang beses na akong pinara ng MMDA dyan sa EDSA dahil coding daw ako kahit na sinuspend na coding. Ang dahilhan? Hinde daw nila alam. :hammer:
OT pero gusto ko lang i-share:
My kumander had a run-in with idiotic MMDA traffic officials last Saturday. Eto nangyari: EDSA north bound sila, papunta silang Ortigas ilalim (pa Tiendesitas kase sila). Nag right sya sa bus lane kase may bababang kasama nila sa may waiting shed (nagiintay kase dun yung kasama). Since kakanan sya sa may church, nag-stay na lang sya sa outer lane (ilang metro lang naman ang layo). Lam nyo ba ginawa ng MMDA traffic enforecer? Flag-down sya kase nasa yellow lane daw sya. Irony is - yung nag-flag down sa kanya eh yung isa sa sumesenyas sa kanya na gumilid ng husto para mag baba. Hinde naman sya hinule kase "naalala" daw nung MMDA officer na pinatabi nga sya. Tapos na kwento? Hinde pa.
Since kakanan sya, the same MMDA officer told her to get out of the bus lane tapos kumanan na lang dun sa may bukana ng right turn for Ortigas. So, ganun ang ginawa nya - lumabas sa yellow lane, umandar ng ilang metro, sumignal pakanan at lumiko. Abay anak ng tipaklong, na flag down naman sya ng isang MMDA enforcer na kasama nung unang nag-flag down sa kanya. Ang kaso - swerving. Ayun, nakipag talo pa sya: sinabi nyang yung isang MMDA official ang nagpalabas sa kanya sa yellow lane. Ano ang sagot sa kanya? Imposible daw sabihin yun ng kasama nila. Anak ng pitong kagaw!!! Tinuluyan ba si kumander? Abay hinde, he he. Binaba nya yung MMDA na nagpalabas sa kanya sa yellow lane tas pinagpaliwanag dun sa isang MMDA.
What's my point here? Frankly, I personally think na hinde ganun kaayos ang flow of information and communication across the ranks sa MMDA. I also think na their coordination and on-field communications needs a lot of work. I also think na marami, pero hinde lahat, ng MMDA traffic officials eh mga...

November 6th, 2006 10:39 AM #9Hindi lang sa hindi maayos ang flow ng info and communication. Karamihan talaga sa kanila mahina ang kokote at one track mind. Ang nasa isip lang ay delihensiya. Tignan mo laging nakayuko. Kasi tinitignan kung coding yung sasakyan. Mga vultures and crocs na naghihintay lang na magkamali ka.

IMO, medyo malaki ang mawawala satin. OK na sana kung coding lang ang alisin. Quoting, Traffic enforcers will also ignore all traffic violations. Medyo matinding move ito. Kung implemented nga eh sandamukal pa rin ang hindi sumusunod, papaano pa kaya pag hindi. Kaya nga ang inaalala ko eh mas madami ang aksidente bukas.
