central government should step in and address these complaints adequately.

Same as some security guards can be deputized to issue tickets

But they were stripped off the privilege in Filinvest Alabang because they were abusing it and they inevitably harassed one powerful person too many.

Inevitably, some private company will abuse it as well.

government objective is to preserve peace and order. generating income from it is just a comfortable aftersight.
private enterprise objective is to make money. preserving peace and order is just a... happy happenstance.
    my opinion.

The question is sino ang tao behind the private NCAP? Napakalakas naman yata at lahat ng LGU eh nakakuha

    i wonder,
i-isa lang ba ang nagkakabit nang mga cameras and computers ng various LGUs?
... 70% of the penalties go to them...
that's a minimum of 700 pesos per apprehension!
anyhow you look at it, it's big money!!!

Kasi nga easy money.. kaya mga petty tinitira nila.. not yung clear as day violation like naka red pero tumatawid pa din..

Yung sa white solid line pwede ka naman talaga lumipat ng lane kung may nakaharang

So it's still up to the local traffic traffic bureau kung approve or not yun violation dahil hinde naman pwede mag issue ng ticket or violation ng private entity na yan.

I think hinde na review ng mga local traffic kung tama or mali

    I think so too.
The reviewer should check several minutes before and after the traffic violation to see the conditions.
Tamad most mga tao diyan cguro, pag kita nila clear cut violation automatic go na cguro sa kanila yun.

Dapat pag present ng citation may kasama na video a few seconds before the violation para malaman yung conditions during the violation.

    1. LGU should fix the roadways, ridding the areas of "traps".

    2. some time ago, most of those LED stoplights had working countdown timers. now, only a few have still functioning timers. kung nasira sila... marupok! but kung sinadyang isinara...! my point, is that the responsible entity should make efforts to make sure these timers begin timing, again.
