September 6th, 2011 10:17 AM #33na-experience ko sa 60kph driving at macapagal is very difficult. nakaka-ilang yung lahat kayo mabagal, parang mas prone to accident pa.

Then also limit the buses/trucks to 70-80kph on open highways/roads.
IMO, MMDA should also train its personnel to manage traffic and apprehend... who really needs apprehension.
You don't need a sh!tload of enforcers to manage Manila traffic. Just capables ones (with good pay and training). My personal observation is we see a lot of enforcers, but they report to their posts late and all they do is wave their hands uselessly.

All it takes is radios and roadblocks. Have undercover personnel or spotters positioned in hidden areas in Macapagal with video cameras... then have teams with motorbikes carrying portable barriers to cordon off the area once the race starts. Then round up everyone who was racing at the time using a back-up team with squad cars.
Manpower needed? Maybe a dozen people and three or four vehicles.
Income generated? Probably 18,000 - 25,000 pesos in direct impounding fines, plus license penalties. Good haul for a night's work. That would make the bust operation self-sufficient in running itself.

At macapagal, the MMDA pips are positioned right beside the Shell Station and they only apprehend vehicles that are Northbound coming from Coastal Mall to Shell Station. so after you pass the Shell station then you can speed up again.
