because all of these probably don't have LTO/ DTI certification too.

An unenforcable law is a useless & pointless law.

Frankly we have enough laws if the police, mmda and others would simply enforce them properly.
    Need we say more?

    * For modifying any part of the original design of a private vehicle without approval of LTO and the DTI a fine of P2,000.
Yeah... right... tell that to people driving 1970's vehicles which you can't find original parts for, anymore.

    * Installation Open free flow exhaust pipe other than the original exhaust pipe a fine of P3000. "
I wish they'd simply enact and enforce noise limit regulations and emissions regulations and leave it at that.

Same old song and dance... same question... have these people ever dealt with rusted out stock exhausts?

I find it funny that they are effectively outlawing replacement chambered mufflers and catalytic converters by Nodalos yet legalizing "stock" straight through smoke-belching exhausts on Jeepneys.

The proposed guidelines are not new. They've been floating them around for years. They can't put them into effect because there's no way to enforce them.

i think the LTO should start by having a cheating free drivers exams for new drivers.. and stricter drug testing..
Add niyo na diyan mga jeepneys na naka turn off headlights at night even during downpour. So dangerous to motorists, pedestrians and passengers alike. Am wondering why traffic enforcers are not apprehending these jeepney drivers at night with this dangerous practice.

sir not all big bike riders are discipline.. i live between tagaytay and paseo de santa rosa.. and on weekends lots of big bike riders ride up to tagaytay..

they counter flow like they own the roads.over taking when its not safe and goin about like no one else is on the road. now is that discipline?

Depending on the idiot traffic enforcer who will be interpreting this stupid law, the following is liable for the fine:

    Tinted windows
    Mags
    Aftermarket ICE
    Reupholstered seats
    Leather-wrapped steering wheels/shifter
    Subic/Port Irene vehicles
    Private Tricycles
    Owner-type jeeps
and so on, and so on...

Depending also on the interpretation, almost ALL vehicles on the road today is liable.

And the stupid law conveniently left out public utility vehicles. How stupid. Tagal pa naman ng eleksyon ah, nagpapabango na sa masa?
