Good yan.. para ma avoid yung haka haka kung sino ang tama at mali..
Most PUV drivers already have cellphones which cost a lot more than P1.5k. (whereas I have one that costs 700 bucks.)
It's not a negligible expense, but in the overall scheme of things, it costs a lot less than other government regulations.
The government can even offer a registration rebate for all PUV operators once the bill is passed.

It is s useful evidence but I am not sure it will curb violations. If it does, why not install CCTVs na lang instead of having each vehicle a mandatory camera.
I am all for having a dashcam but to make it mandatory, we do not have evidence yet to support that it will curb the violations.
They should start making it mandatory for government vehicles first like police cars for example.
Sa mga PUV dapat dual camera. Para for saferty narin ng passenger. Para incase ng holdap e may recording din..
A better idea may be to create a reward system for submited footage of violations. Government can issue TVR's for violations caught on cam, penalize the offender and then send part of the penalty money (should be substantial) as reward for the footage taker. I bet violations will become extinct in no time. Win-win for everyone except people who can't follow rules.

Come on Lew Alcindor, better take the chance to have somethign that might make a difference than not do anything. Wala naman mawawala kung lagyan dashcam kahit private vehicles lang muna irequire.
Last night MMDA has proposed soething to this effect, yung puwede na ireklamo na mabilisan mag pasaway na drivers. Basta may video lang na malinaw. I forgot what project is that but obviously mas okay ito kasi sa adjudication court ka na magpapapliwanag hindi sa TE, iwas din nag sa kotong.
Better do something than nothing imho.

Pretty much. Even more expensive brand name cameras in the 3-5k range are pretty crap at night.
But if your front tint is too dark for those to see anything, then your front tint is too dark to really be legal.
Cheap cameras are crap for identifying plate numbers and faces, but at least you have evidence of whether you, personally, are at fault or not.

For private vehicles, won't this be an invasion of privacy if made mandatory? What about the footage? Can this be used as evidence against the owner of the dash cam?

There is no invasion of privacy issue where there's no expectation of privacy. If you're driving on the road whether like an angel or like a maniac, you don't expect any privacy. So there's no invasion of privacy.
