LTO stops registration of imported used vehicles

    JC Bello Ruiz

The Land Transportation Office (LTO) has stopped the renewal of the registration of imported used motor vehicles (motor vehicles) in the country.

This developed as LTO chief Alberto Suansing issued an order dated March 4, 2008, directing the strict implementation of Executive Order 156, which is titled "Providing for a Comprehensive Industrial Policy and Directions for the Motor Vehicle Development Program and its Implementing Guidelines."

EO 156 prohibits the importation of used motor vehicles in the country except the following: MV that is owned and for the personal use of a returning resident or immigrant and covered by an authority to import under the No-Dollar Importation Program; MV for the use of an official of the diplomatic corps and authorized to be imported by the Department of Foreign Affairs; trucks (excluding pick-up trucks) and buses with a gross vehicle weight of not less than 2.5 tons; and special purpose motor vehicles eligible for registration under Republic Act 4136 such as fire trucks, ambulances, funeral hearses, etc.

"In the case of used MVs imported via the economic free port zone (EFPZ), such vehicles are not allowed to be imported, brought out, or operated to other parts of the Philippines territory or outside the perimeter-fence of the EFPZ." Registration of the banned imported used MVs after the promulgation of the Supreme Court’s decision and effectivity of the EO 156 shall be declared void ab initio," Suansing’s order added.

Suansing’s order only reimplemented EO 156. During the time of his predecessor, former LTO chief Reynaldo Berroya, the registration of imported used vehicles was permitted. Suansing replaced Berroya at the LTO last February.

The LTO directive means that the registration of all imported used vehicles made up mostly of converted right-hand drive models would not be renewed for the meantime.

The LTO could not give the exact number of the vehicles affected by the ban.

In an interview, LTO Executive Director Jimmy Pesigan, however, admitted that they have been flooded with complaints about the sudden ban on imported used vehicles.

Pesigan said the LTO would not comment on the matter for the meantime while they are awaiting the opinion of the Department of Transportation and Communications of its query regarding the "reckoning date" of the prohibition of the registration of imported used vehicles.

What the hell is the purpose of the ban? They should regulate/ban importations of used vehicles but NOT renewal of REGISTERED vehicles, regardless if they were imported or locally distributed!

Mukang nagpapasikat na naman tong si Suansing ah. Taktakbo ba to sa election kaya nagpapapansin sa media?

    Yeah... complete and utter BS.

You'll stop people from re-registering legally registered vehicles... wait... what?

    Ang pagbalik ng comeback...
