    Soon to be LTO Administrative Order AHS 2008-035

    LTO Chief Alberto Suansing is planning to implement stricter guidelines for 4 wheel vehicle owners/drivers as well as their passengers.

    The amended guidelines are as follows:

    1. Carrying of Restriction Code 2 (RC 2) on the drivers license.
    2. Confiscate and fined HID headlights 4300k color and up
    3. All passengers of private cars needs to have seatbelt, including the back passengers.


    Additional proposed items from the LTO Guidelines:

    *Drivers and All Passengers who fail to use seatbelt will be fined P1,500/passenger plus attending seminar for traffic and vehicle safety to be conducted by LTO.

    * For carrying more passenger other than the normal seating capacity, a penalty of P1,000/per passenger.

    * For defective accessories such as headlight, tail light, signal light, brake light, side mirror and horn a fine of P1,000 for the violators.

    * For modifying any part of the original design of a private vehicle without approval of LTO and the DTI a fine of P2,000.

    * Wearing of slippers fine of P500 for the first offense, P700 for the 2nd offense and P1,000 for the 3rd offense and revocation of driver’s license.

    * Installation of HID headlight 4300K and up color temperature a fine of P5000.

    * Installation Open free flow exhaust pipe other than the original exhaust pipe a fine of P3000.

    Isasama sana lahat pati motorcycle.

    ang ingay talaga ng motorcycles with modified exhuast. esturbo nila specialy sa mga sanggol na natutulog...

    dapat ang may modified exhaust, eh yung may racing license or atleast naka-aral sa racing school.

    about HID, Imo, may light aiming test nalang, kasi hindi lang naman reflector only HID ang problema, kundi yung may mga rides na with bad light aim too.

    tsk tsk... bakit yan ang inaatupag nila? hindi nila atupagin yung mga corrupt na officials at pagpapatupad ng mas mabuting batas diba?

    This is complete BS... what if the vehicle has already been modified? How do we go about certifying it?

    There should be no penalty of modifying the exhaust pipe, since stock pipes can rust away, and replacements can't always be found... they should just implement a sound limit and emissions certification for these things. I'll be the first to admit my car is kinda loud, but you can't impose a blanket ban.

    And what about ROTA? By changing any part of the car, do they also mean wheels? Tires? This law needs to be thought out completely... hopefully it doesn't pass through in its current form.

    dapat gumamit nalang sila ng DB meter and yung tamang HL alignment. hindi yung sa kelvin sila nag bebased.

    Dito hindi maganda, Pansarili naman ang sasakyan bakit may ganito pang offense. di naman public car ang dinadrive. Kahit ano pa isuot wala silang pakialam. Private car ito. Pero doon sa ibang offenses. OK ako. Huwag naman sana ipagbawal ang tented.

    This is BS!!!, eh di kung magpakabit ka lang ng window visor for example, huli ka na kasi hindi daw part of the "original design" yun di ba?

    i think it says strictly modifying, baka excused yun adding part

    yun naman carrying more than the specified load, kahit sa states ganyan. hulihin ka talaga

    the slippers thing well, medyo malabo nga iyan. pero how will they know anyway?

    these rules, as long as they are carefully and thoroughly considered, are fine. the crux of the matter will be on the implementation. do we have the political will to do it?

    kalokohan! private motorist nanaman? seatbelts for back passengers? eh paano yun mga PUJ yun mga passengers nila? yun mga PUJ na walang headlights? yun sobrang ingay na PUJ? unahin nila lahat ito bago nila gawin sa mga private motorist...

    I completely agree with all these rules (hindi naman matatawag na bago ang mga yun).

    I would even suggest na dapat nga mas mataas pa duon ang penalties para mas sundin ng tao (at ng hindi daanin sa lagayan ng mga offenders).

    This seems to discriminate private vehicles when most of accidents and violations are committed by public vehicles. So PUJs and PUBs are exempted from the seatbelt law? What about the PUJs with all those accessories installed? What about tricycles?

    ---im not pretty sure kung anong rate ng mga HID na nakakasilaw ng todo, pero yung lang ang OK, yug mga tamang liwanag pwede na siguro
    3. All passengers of private cars needs to have seatbelt, including the back passengers.
    ---Ok peeps, so yung Corolla XE na company car ko, di ako pwede magsakay sa likod kase walang seatbelt yun eh... kawawa naman yung 3 pasahero ko sa likod, matatatlong libo-han sila ng mga taga LTO. tsk tsk

    ---eto kinda ok naman, pero nasa culture na ata natin ang medyo mag overload eh... nung sedan pa ang kotse namen dati, we used to travel complete ng family ko and we are 6. never had a problem with that.

    * For defective accessories such as headlight, tail light, signal light, brake light, side mirror and horn a fine of P1,000 for the violators.
    ---diba dati na to? dapat naman talaga hulihin, bukod dun yung hindi gumagamit ng signal lights at may defective brake lights. nakakapikon sundan mga kotse na ganito.


    * For modifying any part of the original design of a private vehicle without approval of LTO and the DTI a fine of P2,000.

    ---FYI, makati's like this with motorcycles. kaya pag may bumibili sa amin ng motorcycles na taga makati, we give them the unit stock. we dont alter parts especially with side mirrors and mufflers.
