to speed things up, accounts with insufficient balance should be allowed to get through. but then they'll have negative balance so they still have to pay when they reload. why can't they do this? i don't think it's prone to abuse

i always observe that the longest line is at the cash lane.
so the solution is obvious: add more cash lanes.

i have another solution: make the toll higher if paid in cash. add a significant "handling fee" to the bill to cover for the additional personnel to man the booth.
