My fearless forecast is that LTO will "condone" the surplus cars already in private hands and will continue renewing them. It's just too impractical for each LTO agency to deny renewal based on the prefix (B, R, Y...) and examining differences in year model vs. 1st registration. It's also an invitation to corruption.
Besides, I'm sure there are powerful people who bought surplus cars that will influence government policy at the department & bureau level. Hell, I've even seen some red-plate local gov't vehicles that are obviously surplus, ex. Mitsu Jeep J23, Delica,..
