I don't know if you guys are aware of this "weird" LTO ruling, but I found out about it as I went to the local LTO this afternoon (around 1PM) to have my wife's car's registration renewed. As I got into the emission testing shop garage, one of the attendants stepped in front of my car and announced that they would be closing for the day as they already reached their quota of 160. "Boss, lumabas na lang kayo at maghanap ng ibang testing center kasi bawal sa LTO na mag-exceed kami sa quota." So I had to drive out of the LTO compound to look for another emission testing shop and wasted extra time and gas.
Could somebody please explain to me the rationale behind this ruling (as the emission guys couldn't). Shouldn't the LTO give priority to the motoring public. Since it was only 1PM, they shouldn't turn down motorists who are still there to accomplish the various car registration requiremets.
BTW one of the emission guys gave me this tip: "Bossing, kung maari sa umaga kayo mag pa-register kasi sa hapon kung minsan umaabot na kami sa quota lalo na sa last week of the month na marami ang naghahabol na maka-register kasi pag-umabot ng next month ang delay mo aabutinn mg P800 ang penalty mo whereas mga P200 lang kung weeks lang but within the month."

Never heard that there was a quota of 160 vehicles for the emission testing centers. Maybe this is due to the non-payment of the LTO for the services of STRADCOM?

I read somewhere that the much maligned current LTO chief commissioned a time and motion study and concluded that the emissions testing groups are "too efficient" to be credible with their processes and results. Maybe this is a way to please her?

They're obviously too efficient if they hit 160 vehicles by the end of lunch.
By rights, if you hook a car up to the machine and run through the testing cycle, it should take at least five to ten minutes to conduct a test.
If they've hit their 160 vehicle quota by or before 1pm, that's a car every one or two minutes. And that includes printing time. Which is obviously complete bull****.
After instituting the quota, they should then identify stations that meet the quota early and ask them to explain why they hit it early...

I had a chat with one of the emission center staff while my car was being tested and he mentioned that the LTO has uncovered many cases of "non-appearance" wherein one can get a certificate of compliance (for a fee) even without bringing your car to the emission testing center. I said: "Hindi ba kinukunan ng picture yung car with the plate and face of the emission staff shown?" Sagot niya: Madali lang lusutan yun, phino-photoshop lang!"
I still can't get the connection of imposing quotas due to increasing cases of "non-appearace. Ang galing talaga ng Pinoy, kahit anong safeguards, nahahanapan pa rin ng lusot!

The quota isn't a law... It's the center's way of avoiding closure... Many of the closures in the past months are due to the testers processing unbelieveable numbers of cars. (up to 300 per day)
