    AFAIK, emergency powers enable the government to procure goods and service without undergoing the tedious government procurement process.

    Parang sa disaster. Kung kelangan ng bigas para sa mga tao or gamot para sa mga injured, mabibili agad yun.

    Kakayanin ba talagang ma-solve ang traffic sa MM? Even in developed countries, matindi rin naman ang traffic, hindi rin ma-solve.

    emergency powers = road widening or forcing homes to relocate for the greater good,

    that's what Marcos Did with the Pasig Floodway, so many homes demolished

    as i understand sa emergency powers sa MRT and other projects is the president can kick out existing substandard contracts/contractors which were made to protect them despite their poor performance and replace them without penalty of the law...

    I hope one of his emergency powers is to raise the taxes of the posh villages in Makati at 300% so that they move out and relocate

    It's time to use those lands for the greater good.

    Like what happened in Manhattan, New York, the city is an economic capital. The country cannot afford to give way to a prviledge few, Ang laki ng opportunity ng manhattan tapos may mga villa pa. No way sabi ni Uncle Sam

    Ganun din dapat dito, demolish Dasma, salcedo, forbes, corithians etc .etcc ... By yun na nga raising their taxes to 500%. Pag naging buiding yan dami ma-service-an

    Relocation of bus terminals along Edsa (around 27 of them) & the using/opening of private roads of gated subd. were discussed, to name a few on the Senate hearing.

    Don't need to use emergency powers for road widening. You can claim eminent domain to facilitate road widening.

    Opening up of subdivision roads should just be a temporary solution while building the much-delayed infra.

    Thinking of a few examples:
    - While constructing the Buendia/Paseo/Makati Ave underpass, they should open up Mercedes St in Bel-air from EDSA to Kalayaan Ave as an alternate route.

    - Open up E. Abello St inside Meralco compound, from Temple Drive to Ortigas Ave. That should reduce the vehicles from White Plains passing through Temple Drive, Greenmeadows and turning westbound on Ortigas Ave. They can then start building the LRT line along Ortigas Ave going to Taytay.

    - San Antonio Village: Gen. Araneta from Meralco Ave to Escriva Drive. This will reduce the load on Shaw Blvd westbound.

    Whatever they do they should do it asap. Traffic from makati to qc last night took me 4.5 hrs. I left at 5 (to give myself a chance) arrived home 930pm.

    It was hell for my bladder last night. I cant even begin to imagine how bad it was for the commuters.

    Baka part of easing the traffic problems a possible declaration of 2 days coding for every car. Thats about 40% less transport in MMla.
