    MMDA plans coding exemption for one-car households

    MANILA, Philippines - The Metropolitan Manila Development Authority (MMDA) plans to remove the 5-hour window where car owners can use their vehicles during non-peak hours while giving households with only one car an exemption from the number coding scheme.

    MMDA chairman Oscar Inocentes said Monday they plan to prolong the number coding scheme from 7 a.m. to 7 p.m. by removing the 10 a.m. to 3 p.m. window where car owners can use their vehicles during non-peak hours.

    The only vehicles which will exempted from the number coding scheme are rescue units, ambulances, those owned by doctors, and those used for emergencies.

    However, Inocentes said households which have only one car can apply for an exemption from the number coding scheme.

    Under the present scheme with the 10 a.m. to 3 p.m window, vehicles whose plate numbers end in 1 or 2 are banned on Mondays; 3 or 4 on Tuesdays; 5 or 6 on Wednesdays; 7 or 8 on Thursdays; 9 or 0 on Fridays.

    Together with the application of the number coding scheme on public utility buses, the MMDA believes that the volume of traffic in the metropolis can be reduced by 20%. -- Report from Gretchen Malalad, ABS-CBN News


    Hmmm. So the window will only apply to vehicles who applied for the exemption or the whole day na exempted?

    the whole day na. its a total exemption from the said scheme and effective for a quarter of a year (3 months).

    Problematic. What... for just those three months, they're going to have people carry stickers on their vehicles?

    Stickers which the MMDA will be selling?

    I wonder... we have three cars in the household, but each under a different owner... so... effectively... wala nang coding!

    not a sticker sir niky, its like a long-bond paper. with mmda stamp mark and receipt.

    its annoying and pathetic.

    This will be problematic for commerce.

    On coding days, we still can make use of our "coded" delivery vans by going out between 10am to 3pm to make deliveries to more nearby customers.

    The new traffic coding scheme will reduce deliveries by 20%, given most of our customers receive deliveries only between Mondays to Fridays.

    The traffic coding scheme was never meant to be a permanent solution. It was a temporary program until a better more permanent solution can be done.

    Unfortunately, the MMDA seems unable to see beyond this "solution".

    never tried it with mine.

    its printed with the specific vehicle's registration number and with a specific official receipt and some notes against falsification.

    but its achievable.:lolabove:


    before 2010 elections, it cost P100 only, now it cost P300 effective 3 months, and depends on what quarter(jan-mar, april-june, july-sep, oct-dec) applied.

    dapat tanggalin na ang coding kung ganoon din lang.

    All of our cars are under different names as well.

    Did they do a study on how many 1 car households there are in Metro Manila? We might just end up with more cars on the road with this new rule compared to the old coding scheme.

    Many families already have a car that is just for "coding use".

    Heck, even I have a 2nd car for my driving convenience. If there was no coding, I would probably have one car only.

    To tell everybody frankly, I don't follow the number coding scheme on my way to work from Quezon City to Port Area, Manila. How do I do it, I passed by secondary roads wherein there are no traffic enforcers. Whenever I traverse major roads such as Espana, Lerma, Quezon Boulevard, I stay on the middlemost, close to the center island. Traffic enforcers could not flag you down if you are in the middle of the road since you will obstruct the flow of traffic at your rear if you stop. Enforcers usually stay at the side of the road and they are busy directing the flow of traffic during rush hours. At the close of office hours, I also disregard number coding since enforcers could no longer see your plate number at the front because it is already dark outside. Diskarte and lakasan lang ng loob ito just to circumvent this defective and inutile traffic scheme. Its high time for the authorities to research and study effective traffic management/ enforcement/ engineering and consult the motoring public for a nice solution to these perennial problem. Just remember, we are religiously paying Road User's Tax annually on our vehicle registration. Why will they deprive us to use our vehicles?

    I am sure CAMPI would like coding scheme even for ONE CAR HOUSEHOLD to still continue... A lot of people will not buy a 2nd car if coding is not enforced...

    Even Singapore has their own version called "Electronic Road Pricing" or ERP.

    On my last trip in Singapore, I asked the driver of the taxi cab if the ERP is effective. His answer, somewhat effective but at peak rush hour, it is still congested like before.

    Congestion charging during rush hour instead of number coding is a good idea, actually. And it will help generate extra revenue to take care of the roads that disintegrate under the weight of all that traffic... especially during the rainy season.

    Too much temptation for the government to use this to generate for funds at motorists' expense.
