Yes, NLEX/SCTEX give that leeway which helpful if you drive regularly on those highways. SLEX should consider that. Try keeping your car at 100kph and you'll really get sleepy and irritated.
At passing a car running at 100kph, i just speed up and get ahead of him as long as the coast is clear of possible speed checker vehicles. I also do what CVT does by going up to around 130kph and maintain it briefly until i'm clear of the car i passed then i settle down at cruising speed again.
