LTO - Wala sila pag intindi sa totoong sitwastun eh. They need to address the problem with public transport - bus, jeepney, tricycle. They can’t even address the problem of unregistered vehicles and MC drivers with no licenses.
They can’t just implement new regulations. The problem has been there all the time and they are not just doing anything about it.
The private motorists will continue to develop and adapt to new guidelines but the public transport has been decaying even further.

what i meant by "galing sa casa" are motor vehicles built in real auto plants
like a 2002 Altis is "galing sa casa"
i'm saying motor vehicles manufactured in real auto plants can fail MVIS specially older ones
then you have these 3rd world backyard-assembled motor vehicles like jeepneys/owner type jeeps that will definitely fail MVIS (jeepneys don't even have parking brake, properly functioning lights etc)
baka kasi mag double standard ang gobyerno
maging lenient sa mga jeepney para makapasa sa MVIS
tapos iba standard sa private cars
i'm saying dapat one standard lang
jeepneys are more likely to fail MVIS than 20 year old cars made in a real plant
Puwede i try, 1. Palit air filter 2. Linis throttle body 3. Linis MAF sensor 4. Check spark...
high idle RPM at engine start
