While I agree that this new Vios is not an all new model but rather a facelift (as both still use the same XP150 body code), having the same engine does not automatically mean that it's not a new generation.
The FD, FB, and FC Civic all use the same R18 engine.

Generally, if it has a new body code. This usually signifies either a full platform change or at least a very major revision.
Civic - EF, EG, EK, ES, FD, FB, FC
3 series - E30, E36, E46, E90, F30
Corolla - E90, E100, E110, E120, E140, E150
