When you say regular gasoline it means LEADED. Although dito sa MM wala ng ganyan sa provinces meron pa rin nagbebenta ng LEADED or REGULAR...

If its illegal then what could this be, I am confused as how they can sell unleaded at a lower price and restrict selling it to the poor?

i don't know about the leaded or unleaded thing
but if Petron can sell its cheap gas P3 lower than XCS, then that means Petron didnt put in the cheap gas the additives they put in XCS
the main additive put in gas is the one that prevents detonation
so the cheap gas of Petron definitely has lower octane than XCS
leaded or unleaded, i don't know
with ethanol or not, i don't know

Figures. That means they aren't including the expensive additive packages. Hopefully no ethanol either, as that crap is bad for the small engines this fuel is meant to serve.
