PH buys 2 new frigates from South Korea in P15-B deal

The Philippines has signed a contract with South Korean shipbuilder Hyundai Heavy Industries (HHI) for the building of two new warships in a P15.7-billion deal, the single most expensive project approved by the Duterte administration to date.
In a statement, the Navy said Defense Secretary Delfin Lorenzana led the contract signing on Monday for the construction and delivery of the new frigates. The notice of award was received by HHI last month with the amount of $336,912,000 or equivalent to P15,744,571,584.
The frigates, each displacing 2,600 tons, will be propelled by a combined diesel and diesel system that will give it speeds of up to 25 knots, according to a news release on HHI’s website.

Measuring 107 meters in length, the frigates will be armed with missiles, torpedoes, guns and electronic sensors that will allow it to conduct anti-air, anti-surface and anti-submarine warfare, the HHI release added.
The ships are scheduled to be handed starting 2020.

AFAIK, the terms of the bid for the 2 frigates was done during PNoy's term. It was initially awarded to an Indian company, GSRE who failed in the post-qualification of the bid process. That's why it was awarded to the Korean bidder.

the korean frigates are actually way better especially in terms of the armaments and systems that comes with the ships. the indian frigate's missiles are only short range asrocs while the korean missiles are medium range anti ship missiles. i was actually disappointed when the indian bid was declared the winner. buti na lang they failed to qualify in the post-bid.

besides, these 2 new ships comes with 2 older "gifts". who knows sk might just decide to make it 4, or 6. wish lang naman

The "free ships" were actually found to be in vey poor condition. Only one was actually accepted and even that needed extensive work. Cost was almost the same as buying one.

You mean the LSDs? Yup. I wonder what happened to the Pohang class corvette that was promised to PNoy.

The Mulgae LCU was in really bad state and its still in overhaul. The Pohang corvette according to insiders is really in terrible shape. The thing with these "free ships" is while they are being given away, its still up to us to refurbish and them. The 2nd GDP frigate, Alcaraz, actually had to undergo an engine transplant, requiring her hull to be cut up, w/c is why she was delayed.

Man those free ships are glorified junk. It's about time we look for "red" products for the whole AFP. It's not a big deal since a lot of our neighbors are doing it. It only shows that prior to this admin, the govt is takot ma offend si almighty uncle sam

Going for "red equipment" may be harder than you think. Sure, it appears cheaper on paper. But you have to account for the fact that our AFP's capabilities were established using Western equipment for more than 50 years. Interoperability would be problematic. It would be hard to integrate current equipment sourced from the West with new ones sourced from the East. You would also wonder, what about availability of spares and munitions? Would there be a logistical difficulty?

With the change of equipment, you'd also have to wonder about change in military tactics and doctrine as well. If I were the AFP, I'd just slow down procurement and maintain the status quo until another administration takes over.

You got to start somewhere. Else forever na ganyan. Malaysia, Indonesia and even Singapore etc are both using them. Even other 3rd world countries . Spares? That's what they're known for. And adaptability is one of the traits of our AFP, that's why they're making good on whatever junk is given to them.

My point is, they're better start now, gradually yrs. Political will and change is needed. Beside I'm not saying to completely quit using Western he and tech.

Its not as simple as changing say a car. Going from Honda to Toyota. You also have to talk about logistics. At the simplest its like changing from a Canon SLR to Nikon.

Again I'm not saying it's that easy. Why box yourselves sa iisang vendor. And again you got to start somewhere.

We are not limited to one vendor. We got/getting ships from Indonesia, Korea, US, Japan, Taiwan, even local ones and even tried to get from India, Spain, France and possibly Israel too. We are not limited to the US and Russia and even China (though even Duterte has reservations on quality from them) can join the bidding process, but they didn't did they? I mean if they were indeed cheaper, why didn't they put an offer/bid?

Part of the offer BTW with these new ships is the Philippines now owns the design, which opens the possibility that the next ships could be built locally or at the very least if the design is successful, other nation-buyers would pay the Philippines.

This seems like a major step for the Philippine Navy. Modern frigates with anti air and anti submarine capability should improve maritime defense quite a bit. Hopefully maintenance and training also get enough attention so the ships stay fully operational long term.

I read somewhere that the PN is doing a lot of recruiting as they now actually have more/bigger ships than sailors can crew them.
