i don't know.. it seems the two policies are targeting two different populations..
one is targeting potential problems.. the other is targeting those who already caused problems..
it's like going after motorbile riders without crash helmets.. do we wait for them to crack their skulls first, before penalizing them?

but in another vein... pano naman yung roadside drug test ng sasakyan? dapat malinaw ang policy diyan.. dapat ay naka-display ang complete policy on procedures... especially section 1..

dapat wala na rin smoke belching emission test c/o asbu. redundant na yan dahil sa emission test ng LTO.

Tama lang tanggalin ang drug test na yan. Last renew ko may result na bago pako maka jingle.
Yung emission test dapat tanggalin na din. Last rehistro ko nag pa emission na naka patay ang makina sabay picture.
Yung mga buses at trucks, never ko pa nakita na nag emission. Puro buga ng usok.
