I'm really having a hard time, i really get irritated everytime i hear or feel that.
My car is a Lancer and don't know much about Toyota, but from the way you described the problem ("TOK" sa steering wheel) it seems pareho tayo ng problem ko noon.
In my case the culprit is the coupling at the base of the steering column. The Lancer's steering column coupling is not replaceable, (the whole column should be replaced) so what I did is have the coupling spot welded sa steering column and nawala na yung "TOK" sound.
Now my suggestion is have your steering column coupling checked, normally inaalog nila yung base ng steering column to check it, there should be no play kapag inalog or have the steering column dismounted (madali lang yan) so you can thoroughly inspect it.
In some cars, like some models of Honda, napapalitan ang coupling lang, maybe pwede din sayo na coupling lang ang papalitan and not the whole column.
