I dont think an unknown brand qualify as one of the best brands.
Im biased to safety and any tire that doesn't excell shouldn't be used at all.

Premium: Pirelli, Michelin, Bridgestone, Continental
Mid-level: Yokohama, Dunlop, Goodyear, Hankook, Kumho
Budget: Nankang, Nexen, other Asian brands
Dirt cheap: Westlake, other Chinese brands
In general, the cheaper, the crappier. Most of the major brands carry a wide range of tires of different quality. A good way to tell if a brand is good is if it is OE on major car brands. All the mid-level to premium brands have OE supplier status. Not that OE tires are necessarily good. They're mostly good enough to not have a lot of returns. There are also boutique brands like Saffiro, Starfire, Nitto which are also made by the major tire companies. I just don't know how their quality compares.
