You achieved close to 12 km/L because your route composed of long highway drives.
In city driving, an Altis 1.6V should get around 8-9.5 km/L depending on traffic conditions and your driving style.
Honestly there's nothing to feel so bad about with your current FC. It's not as dismal as my 6.5 km/L

Did 10 km/L today over a 40 km Pasig-EDSA-Cubao-Marcos Highway-Cubao-C5-Pasig trip.
Traffic was fairly light, and though I don't consider it as such, many would still call this city driving. So that means a 2.0L Altis can do 10 km/L in city driving! Bwahahahaha

Your FC is possibly lower now because of the relatively short distance you're doing in driving around the city of Tacloban where your engine may not have enough time to get into its real operating temperatures. FC should also improve a bit as you pass the break in period.
For the oil filter, try contacting dvldoc for his Baldwin BT223 filters (reference the Remote Oil Bypass Filtration thread). He can LBC a few of them to you.
On my FC, i hit my worst the other week when MMDA did that #$%^#!$ EDSA yellow lane implementation and traffic really became bad: 9.3 km/L, pure city driving (Petron Xtra). Prior to that, i did 13.9km/L on a Manila - Pampanga jaunt.
On the mags for the Gen 10/10.5, another PITA is finding the pcd 5x100 bolt pattern. Offset must be +45 or less also to clear the front calipers. It's not as popular as the 5x114 offset. I almost got a set ot Toyota Wish multi spokes but someone beat me to it when the time to buy came around. I'm very happy with my current 215/50R17 set-up though.FC was affected slightly but not enough to cause any alarm as my driving style and traffic still is the main variable.

Uso rin pala yung Wish rims 'no vinj? I thought the one running around Ateneo was a one-off.
Hindi ko na matiis na hindi linisin yung kotse kahit na walang tigil yung ulan. Out of equal parts dedication and stupidity, I washed our cars amidst the never ending rain today :weathermanf3:
