Here we go again... ang hirap talaga... how can you expect people not to see politics in here when it is all for everyone to see..

2 years ago, nung kasagsagan ng issue ng PPA, inutos ng pangulo na magkaroon ng ceiling sa singil ng PPA to .40 centavos (i'm not sure of the figure but naglagay ng ceiling)... inutos lang ito.. wala namang binagong contracts with IPP or other entities kaya base sa mga contracts with IPP.. kailangan pa rin bayaran ang napag usapan.. pero with the ceiling of .40 cents..magkaka short na .. therefore.. san hahanapin yung pera para ipuno dun sa kulang????

2 weeks ago, the president in one of her speeches declared that the country is on a fiscal crisis.. and that the country would go bankrupt in 2, 3 years tops.. the biggest reason given was grabe na ang debt... a big part kung bakit lumaki ng bigla ang public debt ay dahil sa sinasalo ng govt ang losses ng napocor... losses like itong pag subsidy sa PPA.. and now pag bibigay ng discount sa power consumers...

andun na ako na lalong mahihirapan ang mga mahihirap pag pinabayaan ang rate increase ng ganun ganun lang... pero ang mangyayari nito.. ang sasalo ng mga discounts na yan.. yung mga middle class at yung mga higher class... which would lead to either the middle class becoming smaller (dahil sa masasama na sila sa lower class) at yung mga high class eh kokonti na rin...

smoke screen na naman to.. panloloko... the same policy na: "huwag ipadama sa taong bayan lalo na sa mas nakararaming naghihikahos ang tunay na problema... tsaka na lang ayusin... ang importante... manatili sa kapangyarihan... "

haha. Dati muka akong gago dito, ako lang kasi nagsusupport sa PPA while everyone was against it. Ngayon nararamdaman na ng tao na hindi dapat inalis to in the first place.

Hirap kasi sa madlang people, ang dali kumagat sa issue without studying the consequences. Bottomline: PPA ay payment ng utang. Period.

Ang lalim kasi na issue yan kips. PPA is what we use to pay for the power plants we put up to produce power. Like I said, pambayad utang yan.

Im sure the madlang people dont know about the Sta. Rita, Sto Something etc Natural gas plants we put up in Palawan to make electricity. Pucha, 200M USD isa niyan! And we have like 3 of them.

Hirap sa tao may impression na Electricity is generated for free. Kung hindi naman tayo mag put up ng plants, electricity shortage naman, like in the good ol 90's.

Buti nga stunted ang growth ng economy ngayon e, so the need to put up more plants and improve the distribution network is not as pressing.

One thing that still puzzles me is the mothballing of the Bataan Nuke plant. we're paying millions for a non-performing asset. If we operated it in the 90's, 14 years running na sana.... and a year from now, it wouldve paid for itself and start making profits... putting less burden on us.

During the time of Cory and Ramos, there was a construction boom in the country. Fly-over here, new highway there and bridges everywhere. Blackout is rampant during Cory's time. The solution, built more power plants.

Sa ganitong maraming pinapagawa, kailangan ng pera. Eh walang pera ang Pinas after PP1. So utang na lang. Which is OK lang kung babayaran.

Kaso iyan ang naging problema. Pumasok ngayon itong si Erap na bulgarang pinahinto lahat ng bayarin sa mga contractors, suppliers, etc. unless na bata ka nila.

Nagkaroon na naman ng PP2. Sinundan ng PP3. Tumaas ang interest! Kinurakot pa ang natitirang pera! Hindi nabarayan! Tapos sa atin na naman isisingil!

...ay naku. Nagpamasahe na lang ako sa barbero para ma-relax naman.

that's correct frank. The high growth in the early 90's was the main reason why we had the blackouts. Tumaas ang demand sa kuryente pero yung supply was limited.

Yun na nga e. Dumadami ang utang pero paano babayaran kung tatanggalin/liliitan ang PPA? Ang nangyari e gobyerno/napocor ang nagshoulder ng generation costs.

Sheesh! Blame Enrile for making a big issue on PPA..... and the stupid people elected him to senate for it.

the honorable Senator from Batangas (Sen. Recto) has been going around town saying that the gov't proposes to solve this huge problem by killing the citizens 2 ways:

1. let the power rates go up
2. legislate more taxes

but ang position ni Sen. Recto ay hindi puwedeng dalawa.. one or the either but not both...

if the biggest reason kung bakit biglang nag balloon ang public sector debt ay dahil sa PPA at pagsalo ng govt sa mga utang ng NAPOCOR.. then increasing power rates should solve the problem or at least a big part of it...

it's just a sad fact that the power consumers and the tax base are one and the same people.. andyan na yan... we have to face it one way or the other...

but to charge the higher power rates (tapos may discount dun sa mga malilit ang konsumo pero kung alam lang nila kaya maliit ang konsumo dahil sa naka jumper) AND implement more taxes is double kill!!!!

mas gugustuhin ko pa na magtaas na lang ng power rates.. mas mahirap nga ang buhay but then at least.. mas malaking chance na ang pag taas ng rates eh pupunta talaga sa dapat puntahan: pagbayad ng utang ng NAPOCOR... pag tinaas ang tax eh walang kapana panalo ang bayan... wala pa nga sa BIR na co corrupt na.. pag dating pa sa BIR... mas lalo.. sa National Treasury.. dadaan pa ng Dept of Budget and Management.. tapos appropriations act.. Congress... pork barrel.... eh di yung sa bawat Php 1.00 na makolekta nila from new taxes eh.. malamang Php 0.10 lang ang mapunta sa pambayad sa utang ng NAPOCOR.. andun pa rin ang problema...

ibang issue naman yung sobrang ganda ng benefits ng mga employees and executives ng NAPOCOR gayung lugi sila.. but mas malaki pa rin ang chance (at least sana) na yung itataas na rates eh ipambabayad talaga ng utang..

tapos ngayon nag cut ng pork barrel sa mga congressman.. pero tinaasan naman ang budget ng presidente... .. para saan kamo? pag dumating na ang panahon na pinag dedebatehan na yung mga tax measures sa congress.. para pumasa (amidst all the posturing of the congressmen in front of the media).. babaha ng pera.. para iboto nila yung pagpasa ng tax measures..

in the end... the president gets what she wants...

double (or even triple) whammy pa yan... because the bulk of the economy na composed ng SMEs may not be able to afford the increase... 1/3 share kasi sa employee and 2/3 share sa employer... so the employer might resort to not even registering them sa SSS kahit na illegal.. para lang may matira pa sa kikitain nila... or.. worse.. para makasunod sa increase ng SSS contributions.. magbawas ng tao... or worst.. magsara na lang dahil di na talaga kaya... kawawa na nga yung mga manggagawa.. but then.. in the first place.. kaya nag negosyo ang entrepreneur eh para kumita... kung gusto nya lang makatulong sa mga walang trabaho eh di sana nagtayo na lang sya ng charity...

bahala na lang dapat ang individual consumer kung paano sila magtitipid.

anak ng teteng... yan pa ang malalakas loob magreklamo tapos naka ercon palagi... kami nga halos bilang na bilang ang gamit ng ercon...

problema kasi sa Pinoy ay puro reklamo. akala nila libre lahat ng bagay.
