If you're okay with pre-owned gadgets, try and check for fuji x10 and sony rx100. Recommending these two for their picture quality. Not sure if mall shops still carry these two though they MIGHT be still available on quiapo stores. They should be around that price range in the second hand market.
You may have other reason for buying a digicam but you can buy a used DSLR of that price range.
A top of the line smart phone can shoot better than a P10K brand new digicam.
Oh wow. Those are excellent choices! I'm a bit wary of pre-owned gadgets tho as their warranty is for first owners only. But I'm open to buying from the grey market for new ones within my budget. Thanks!
My partner doesn't like lugging around a DSLR and prefers one that is "pocketable". I agree with the TOTL smartphone but the price range for those are in the 20k range...

Mirrorless nalang. You can get bnew Sony NEX3 for under 20k. With a pancake lens, it's very pocketable.
