You could reconstruct them by hand.
But if you mean "enhancing" them like they do in the movies. No. The most you can do is increase the pixel count and use program logic to smooth them, but this will only give you a slightly melted looking version of the original picture.

nagpa-picture kasi kami sa Picture Company and we were given soft copies of some of the pics, but all were converted to very low resolution images. sobrang mahal kasi magpa-print sa kanila. we just needed wallet sized pics for the scrapbook my wife is making.
Kapag nag scanned ka ng picture, kailangan itaas mo ang resolution (DPI) Dot per Square Inc sa setting ng software na gagamitin mo. Huwg mong convert ng (jpg) kasi yon ang isang pinaka mababang quality when it comes to picture setting. Kailangan gamitin mo ang TIFF setting. Depende rin sa printer mo kung mataas and DPI ( 1440x740 or 28??x1440). Yong mga printer sa studio ay malalaki nag resulution kaya maganda ang print out and result.
Modus Operandi yun... they purposely convert to low resolution so you can't blow the pics up and have to print with them. Did you ask them when you were there if you could have a softcopy (diskette or CD)? If they won't allow it, then they want you to do it there.
Bad luck lang kung na-erase yung full-res copies sa PC nila...![]()

they don't delete the full res pics. they keep them until our membership expires.
yes, they intentionally lowered the resolution for the softcopy (CD) that they gave us. we chose a few to be printed by them, yung talagang magaganda. pero sayang kasi yung ibang pics, nakakabutas ng bulsa kung papaprint namin sa kanila lahat.
Ah. Tough luck, then. This is the service that provides free studio time and takes lots of pics? I guess they have to do that, since the prints are where they really make money. It's worth it if their photographers are good and you don't know any photogs, but sayang nga that they won't give out the pics.

Meron...if you can view it in your monitor at a good size (na hindi pa obvious ang pixelation) and if you have photoshop (and know how to use it).
Steps:
1) view it in the screen (pede kahit anong program to view it) at a size na okay (the bigger the better) and yet hindi pa nagpipixelate yung image.
2) then move your mouse pointer so that hindi ito naka harang sa image mo na gusto.
3) then prese the PRT SC (print screen) botton. this will capture the screen image sa memory ng computer mo.
4) open photoshop and open a new file, meron lalabas na screen properties muna...change the RESOLUTION (by the default it ay 72 pixels per inch) to 300 pixels per inch. Going higher will be good but the file size will also increase.
5) then click OK
6) when the "blank" image appears, click on the Edit ang then PASTE.
7) yung kinapture mo sa screen will be the one pasted.
8) crop the image that you want and if you know how to work around with photoshop manipute the mo na lang ang contrast and other picture color manipulation function nito to achieve your desired clarity.
9) then do a test print of your picture.

kung 10k isang file, kontratahin mo yun bantay hehehe. i'm sure photo database nila either nasa Iphoto Library lang or Adobe Bridge with metadata for easy search and retrieval.
same problem here. blow-up babies grabe! blown-up prices! i had to stick with child's play due to the better offer that they have. pero prices for prints are really kinda expensive.
