There's a system in the UK that can do that. Once triggered, the system can send an SMS to a GSM phone - or even a landline, as there's a text-to-speech service for UK landlines.

I remember a news report ages ago ... a homeowner was jailed for causing the death of a kid. The kid was electrocuted by a window grill which the homeowner purposely connected to the electrical mains. If you think about it, a window grill is well inside a person's property, unlike a fence which is along the perimeter.
