The best netbook you can find at your budget is the P13K priced Acer Aspire One 8G. But even that comes with a 3 cell battery good for between 2 to 2.5 hours battery life. It comes with Linux but you can install WinXP on your own.

Alternative is to up your budget and get the Acer Aspire One with 8.9" LCD, six cell battery and 120gig HDD at P16,995.
